No, the Light Switch Extender can only be positioned vertically.

Can this be used with a horizontal toggle if the extender is installed vertically?

Not sure, but it should still work. The handle may have to be pulled at an angle to pull the toggle switch.

can this be used with the rod above the light switch? trying to reach a switch next to a medium sized refrigerator from the top down to the switch........thanks,

I think so. The rod will need to be secured so that it does not fall down.
